up, the latest on the efforts to get inside the site of the deadly mine explosion in west virginia. >>> a six-year-old legal battle between four city workers and police is finally over. p. i'll have the story coming up. >>> the city of baltimore will pay out thousands of dollars to a group of people arrested for doing nothing. miranda stevens live downtown with more on why the people were taken into custody in the first place. miranda. >> reporter: well, jennifer, i'm outside the office of the attorney who represented four city workers who back in 2004 were arrested for literally doing nothing. the workers were actually doing some concrete work in an area near south -- when an officer pulled over a stolen vehicle suspect who then tried to walkway and got into a struggle with the officer. now, police helicopter was above and order the workers to help the officer, but they didn't. they were later arrested but never charged. they eventually sued the city but then settled for $35,000 the which the board of estimates approved today. >> there was a 1945 case that reiterated the prmtion t
